is it a public service?

Yes, it is a public service if you have 400 litres or more of stored used oil
Law 6/1993 15th July, waste regulator DOCG number 1776 28 07.1993.
It is NOT a public service for less than 400 litres. In these cases, there are 2 options:
1. Call CATOR (93.488.19.19). Although in this case is not a public service, CATOR offers since January 2008 the free collection for quantities under 400 liters, always if this oil has the minimun technical specifications requiered, and the used oil producer only has to pay the managment of the contaminated dums.
2. Call the Catalan Waste Agency and ask them for an authorisation to store less than 400 liters for longer than six months until the minim quantity is archived.
I am an individual, not a company, and I have the oil change from my car - what should I do?
Logically you will have a maximum of 5 litres of used motor oil. You can take them to any municipal tip.

is it a free service?

The collection service IS FREE if the used oil doesn't contain:
water, maximum 6%
chlorine, maximum 2.000 ppm (0,2%)
glycols, maximum 2%
It is NOT free if the used oil contains more than these amounts
This is because the presence of important amounts of water ,chlorine or glycols represents an increase in the cost of treatment.
