New European Norm: Directive 2008/98/EC of 19 November on waste - November 2008 |
DIRECTIVE 2008/98/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 19 November 2008 on waste and repealing certain Directives
This new directive gives the base for a future Norm that allows to controll better the lubricant waste oils management, limiting the transboundary shipment for incineration and priorizing the material valuation, that's the regeneration. In general lines, PREVENTS THE MASSIVE ENERGETICAL VALUATION. |

(44) In the interests of the simplification of Community legislation and the reflection of environmental benefits, the relevant provisions of Council Directive 75/439/EEC of 16 June 1975 on the disposal of waste oils (1) should be integrated into this Directive. Directive 75/439/EEC should therefore be repealed. The management of waste oils should be conducted in accordance with the priority order of the waste hierarchy, and preference should be given to options that deliver the best overall environmental outcome. The separate collection of waste oils remains crucial to their proper management and the prevention of damage to the environment from their improper disposal.

Article 21 Waste oils
1. Without prejudice to the obligations related to the management of hazardous waste laid down in Articles 18 and 19, Member States shall take the necessary measures to ensure that:
(a) waste oils are collected separately, where this is technically feasible;
(b) waste oils are treated in accordance with Articles 4 and 13;
(c) where this is technically feasible and economically viable, waste oils of different characteristics are not mixed and waste oils are not mixed with other kinds of waste or substances, if such mixing impedes their treatment.
2. For the purposes of separate collection of waste oils and their proper treatment, Member States may, according to their national conditions, apply additional measures such as technical requirements, producer responsibility, economic instruments or voluntary agreements.
3. If waste oils, according to national legislation, are subject to requirements of regeneration, Member States may prescribe that such waste oils shall be regenerated if technically feasible and, where Articles 11 or 12 of Regulation (EC) No 1013/2006 apply, restrict the transboundary shipment of waste oils from their territory to incineration or co-incineration facilities in order to give priority to the regeneration of waste oils.

CATOR takes part in the "Workshop of the Global Compact" in Barcelona - Novembre 2008 |
The Global Compact Spain Net organized the last 13th November in ESADE Barcelona a "Workshop for the right introduction of the 10 principles in the COP" in which CATOR took part with the objective
* help to the realization of the COP,
* establish a coherency between diagnostic, politics, actions, ... and
* clear concepts to help the participants of the Global Compact.
It was a very instructive Workshop based in the experience of BT España. |

Solidarity actions in Nicaragua and Honduras - October 2008 |
CATOR cooperates again with two new projects of International cooperation promoted by Mediterrània-Centre d'Iniciatives Ecològiques, Fundació Mare Terra in Nicaragua and Honduras for the 2009.
The project in Nicaragua is to ofer microcredits to the HOGAR DE NIÑAS CRISTO OBRERO and in Honduras to support the ODONTOLOGICAL TEMS to serve round 18.000 people in one year.

Emergency Drill Plan - July 2008 |
One more year, our refining plant has been the scene of an exercise to test de emergency management plan of CATOR. This exercise provides realistic training for all emergency management personnel.
The exercise was about to
extinguish again a simulated fire in our
Module III of the distillation
unit with an injured worker. Everyone collaborated: CATOR’s staff, external staff, CENCAT,

| |
Queremos felicitar al personal de CATOR que ha participado y finalizado con éxito el Curso de Bomberos de Empresa realizado en el Parque de Bomberos Polígono Norte y homologado por la Generalitat de Catalunya.
Este curso corresponde a la formación prevista en el artículo 12 del Decreto 374/1996, de 2 de diciembre, de regulación de bomberos de empresa (DOGC nº 2291 de 11/12/1996) y tiene como objetivo final capacitat a los bomberos de empresa para realizar labores de prevención, extinción de incencios y salvamentos en situaciones de emergencia con la finalidad de proteger la vida del trabajadors y reducir las consecuencias del siniestro sobre los bienes materiales.

CATOR colaborates in the campaign "Alcover recycles - Selective collection of vegetable oils" - May 2008 |
El Ayuntamiento de Alcover ha iniciado una campaña para la recogida selectiva de aceite doméstico, el aceite vegetal que se genera en las cocinas de las casas, bares, restaurantes, hoteles, ...del pueblo.
CATOR, aunque sólo recicle aceite mineral, ha querido colaborar en esta campaña para ayudar a conseguir que todos los habitantes se impliquen directamente en el reciclaje de los residuos y colaboren en el Desarrollo Sostenible de Alcover.
Con esta campaña se han repartido unas 700 botellas financiadas por CATOR y debidamente identificadas con un código de barras, de forma que en el Punto Limpio de Alcover, mediante un lector, podrán contarse las aportaciones que ha hecho cada usuario. Con 3 viajes, que equivaldría al recilaje de unos 10 litros de aceite, se concederá un descuento del 5% en el recibo de basuras a todos los alcoverenses que colaboren. |

En el primer año de vigencia de la nueva normativa sobre reciclado de aceites minerales, la CCAA de Catalunya y CATOR superan ampliamente los objetivos ecológicos de reciclaje y regeneración establecidos por el RD 679/2006. |

CATOR ha regenerado el 100% de los aceites minerales usados recogidos en la CCAA de Catalunya, mientras el Real Decreto 679/2006 establece que como mínimo en 2007 se debían regenerar el 55% de los aceites recogidos.
El rendimiento del proceso de regeneración ha sido superior a lo establecido por dicho RD, siendo el producto industrial resultante, unas bases regeneradas que cumplen las especificaciones técnicas y las condiciones de seguridad exigidas a los aceites nuevos correspondientes y que están exentas de policlorobifenilo y de policloroterfenilo, avanzándose al objetivo ecológico de calidad establecido en la normativa.
CATOR manifiesta su agradecimiento a todos los talleres de reparación de automóviles, a los Gremios y Asociaciones de talleres, así como a las industrias generadoras de residuo, su colaboración y difusión del conocimiento en la separación selectiva del residuo, evitando mezclas y contaminaciones con otras sustancias extrañas al aceite.
CATOR agradece la confianza de los fabricantes y formuladores de lubricantes en la utilización de base regenerada, tanto las empresas que las han incorporado en cumplimiento del RD como los fabricantes que ya las venían utilizando en sus formulaciones, y en especial a aquellos que han confiado en los productos de CATOR desde sus inicios en 1996.
CATOR también ha regenerado al 100% el aceite recibido de otras CCAA, agradeciendo a los recogedores que nos han entregado el aceite de sus Comunidades, su confianza y colaboración. |

En Marzo de 2008 hemos superado el seguimiento de las auditorías de renovación de las ISOS 9001 y 14001 realizadas por Applus.
Asimismo hemos obtenido también la certificación inicial OHSAS 18001:2007 referente a Seguridad y Salud en el Trabajo, en Recogida, Analítica, Control, Almacenamiento, Tratamiento
y Comercialización mediante un Proceso de
Regeneración de Aceites
Residuales de Origen Industrial y de Automoción. |

CATOR achieves its treating objective of 36,000 tones used oil durint 2007 - February 2008
|
En el año 2007 y gracias a la aplicación del nuevo Real Decreto 679/2006, CATOR ha conseguido subir su cuota de regeneración en un 10%, pasando de 33.600 a 36.036 toneladas.
Suponemos que este año la implantación será mucho más efectiva y que podremos llegar a regenerar 38.000 toneladas de aceites lubricantes usados. |

Desde que CATOR inició su gestión en 1993, ha recogido y regenerado 400.000 toneladas de aceites usados, contribuyendo a la NO EMISIÓN A LA ATMÓSFERA de más de 1.000.000 toneladas de CO2. |

Free Collection for quantities under 400 liters of used oil - January 2008
A partir de Enero de 2008 los productores de aceites usados que llamen al teléfono 93 488 19 19 de CATOR y que dispongan de menos de 400 litros se les facilitará la recogida de forma gratuita, pagando sólo la gestión de los envases contaminados.

En el año 2007 hemos recibido 161 personas de visita en nuestras instalaciones, procedentes principalmente de Ciclos Formativos de Grado Superior, Universidades, Escuelas y Empresas privadas, no sólo de la provincia de Tarragona, sino tamibén de Huesca y Valencia. |

CATOR estimates to treat this year 36,000 tones of used oils – September 2007
|
El mercado de los aceites lubricantes usados se ha estancado bastante durante los últimos años, pues la flota de vehículos está casi totalmente renovada y los lubricantes son de mejor calidad y más duraderos, por lo que no se generan tantos aceites usados. Es por ello que la cifra de regeneración sólo puede crecer dentro del marco del nuevo Real Decreto 679/2006, por el que se regula la gestión de los aceites industriales usados.
Esta nueva normativa compromete a las Administraciones Públicas a promover la compra y el uso de aceites regenerados y obligando a la regeneración versus la cogeneración. Gracias a ello, este año preveemos que la regeneración de aceites lubricantes usados crecerá de 33.600 toneladas del año 2006 a 36.000 toneladas en 2007. |

INFORMATIVE
NOTE about the incident in CATOR's
refining plant 26th August 2007
Ayer,
domingo 26 de agosto, a las 15.05 horas se produjo en
la sala de calderas una fuga de aceite térmico de la
planta de regeneración de aceites usados que CATOR
tiene instalada en Alcover, provincia Tarragona.
Como
que el circuito está presurizado con gas nitrógeno,
el aceite, caliente, salió pulverizado en forma de
una pequeña niebla blanca en el entorno de la
instalación.
Mientras
un operario avisaba a los bomberos, un segundo cerraba
las válvulas de aislamiento del circuito.
Una
vez llegaron los bomberos se procedió a localizar el
origen exacto de la fuga, que se encontró en una
junta de una válvula de aislamiento de la bomba de
recirculación del aceite térmico. Precisamente este
mes de agosto se ha procedido a la substitución
programada de todas las juntas del circuito de aceite
térmico.
Mientras
el circuito se iba despresurizando, se procedió a
inundar la sala con espumógeno para minimizar los
efectos de un posible incendio.
A
las cinco de la tarde se produjo una pequeña
deflagración que inmediatamente se redujo y que
únicamente
afectó a parte del techo de la sala de calderas. Se
procedió, por seguridad, a refrigerar con agua los
equipos de la zona y hacia las siete se dio por
finalizado el incidente.
Por
la presencia de la niebla blanca que podría afectar a
la carretera C-14, se activó el Plaseqta en el primer
nivel, que hacia las seis de la tarde fue
desactivado.
Una vez revisada toda la planta se reinició la actividad a los tres días sin incidencias.
Agradecemos
la intervención de los diferentes cuerpos de bomberos
que, con gran celeridad, acudieron e impidieron que la
afectación fuese mayor, del personal presente y del
que acudió, así como la presencia de las
autoridades municipales, autonómicas y cuerpos de
seguridad que se
presentaron ofreciendo su colaboración.

Cooperation Agreement with Solentiname (Nicaragua)
- September 2005

Mediterrània
CIE, within his activities in the International Cooperation, takes through
different projects to improve life quality in non favored nations. This time
has began together with the Association for the Development of Solentiname (Asociación
para el Desarrollo de Solentiname, APDS), Nicaragua, different projects
to strength this community and continuing with his right development. CATOR
cooperates with this project. |
|
Solentiname
is an archipelago in the south of the greatest lake of Mesoamerica, in
Nicaragua. Those islands compose an important place with an high natural value,
declared as National Natural Monument and it’s a part of the project SI-A-PAZ
for the protection of tropical forests. |
|
|
Because
of its geographical conditions, there is no electricity supply, that’s why at
the end of the year 2004 it was decided to cooperate through APDS for the “Rehabilitations
and electrification with solar energy of the communal Center in the archipelago
of Solentiname, Nicaragua”. This project supplies since July 2005 the
Communal Center with electricity. There was also a training for Solar Energy
Installations and Maintenance. |
|
|
On
the 13. September 2005 we cooperate again in the second phase of the project “Rehabilitation
of the Communal Center /Tourists Reception (Phase II) and setting of the
Artesanal and Services Cooperative of the Archipelago of Solentiname
(Nicaragua)”. |
|
By
the way, CATOR has cooperated in
the support to the Felipe Peña
School, the most important
of the Archipelago of Solentiname,
who live more than 170 families.
Nowadays, there are 92 students
with only 2 teachers. |
|
|

The
village of Alcover
has Biodiesel. June 2005
|
Since
June 16th, you can buy Biodiesel in the petrol station in Alcover, placed on
kilometer point 19,3 of the road C-14, just in front of CATOR. |
|
|
The
biodiesel is an renewable and biodegradable fuel obtained from vegetable oils,
raw or recycled, and with similar characteristics than petrochemical diesel. It
can be used in diesel engines, replacing traditional diesel or mixing them
together, without making any change in the motor.
The
Biodiesel has important energetic and environmental advantages:

reduces
the dependency of petroleum
-
has
significantly fewer emissions than petroleum-based diesel
-
a
waste is being transformed into a resource
-
it
is biodegradable and non-toxic
-
it
has a lot of warranties!

Meeting of the Environment and
Cooperation. April 2005

The
annual meeting changed this year of emplacement and it took place in the Plaça
Corsini of Tarragona, during April 9th and 10th, where we were very good.
Organized by Mediterrània–
CIE, it becomes again a success of citizen collaboration, thanks to all the
non-governmental associations that makes a lot of activities, informing and
making enjoy old and young.
In
the scientist area of the meeting, it took place the course “Rivers, a
damaged resource”, with the participation of professionals of different
origins and with a high level. |

We’ve
participated this year in the Ecomed-Pollutec (March, 8th to 11th in Barcelona,
E) with a stand to present and promote the GBI Serveis group and
the new investments.
In
the same event, CATOR participated with a little stand in the
"Buy Recycled-Island", organized by the Catalan Waste Agency to
promote de enterprises who contribute to the environment with recycled

Environmental Improvements. October

El
Grupo GBI
Serveis
entró en el accionariado de CATOR
con el claro compromiso de mejoras
medioambientales. Este compromiso se
ha materializado en un proyecto de
inversiones a lo largo del año 2004
estudiado conjuntamente con la
Agencia de Residuos de Catalunya y
el Ayuntamiento de Alcover, con el
asesoramiento de la Universidad
Rovira i Virgili. Estas mejoras se
han presentado en público el 9 de
octubre con la inauguración oficial
por parte del Conseller de Medi i
Habitatge de la Generalitat de
Catalunya, Salvador Milà, y la
asistencia de más de 120
personas. |

|
Todo
este paquete de inversiones tiene
por objetivo prioritario mejorar los
aspectos medioambientales de la
gestión integral del tratamiento de
los aceites lubricantes usados,
tanto por lo que respecta al orden
interno como a la repercusión en su
entorno. Estas inversiones se han
materializado en los siguientes
aspectos concretos: |

residuales

Torre de refrigeración

Carga de productos

Muro Verde: plantación de una
pantalla verde perenne con más de
100 árboles
·
Sistema de regulación y
control
·
Optimización de los venteos de
tanques

Ampliación de la subestación
eléctrica
·
Nueva báscula
·
Construcción de nuevos vestuarios y
nuevas oficinas de recepción
·
Creación de nuevos viales de
circulación interna

Mejoras de impacto visual: pintura
de todos los tanques de
almacenamiento, pipe-line,
enjardinado, ... |

Todas
estas inversiones están incluidas
en el programa de mejoras
continuadas e incorporan las mejores
técnicas disponibles (MTD), pero de
las que queremos destacar el
tratamiento de aguas.
La
nueva Planta Depuradora de Aguas
Residuales Industriales (PTARI) ha
representado una fuerte inversión
de aprox. un millón y medio de
Euros. En esta nueva instalación,
con tecnología alemana LOFT y
WHERLE, se combinan los sistemas de
DAF, de evaporación, de reactor
biológico y de ultrafiltración.
Esto genera una calidad del agua
depurada que permite su uso integral
en la refrigeración delos módulos
de proceso sin repercusiones
ambientales. Si añadimos la calidad
del agua a la puesta en marcha de la
nueva torre de refrigeración,
conseguimos un funcionamiento
óptimo en el ciclo cerrado de las
aguas |
|
Las
demás inversiones nos permiten
optimizar aspectos básicos de la
política de CATOR
como mejoras de las condiciones
laborales, de los aspectos técnicos
y de reducción de impacto visual
para integrar nuestras instalaciones
en su entorno, Todas las actuaciones
se han llevado a cabo con el
objetivo de conseguir una mejor más
eficiente gestión sostenible de los
aceites mineralesi usados. |

April. In our stand we sorted a game of CATOR and during 3 days
we handed out round 200 units with a great participation in the draw. |

environmental improvement

camión cisterna de más capacidad,
reproduciendo en parte del proceso
que se
realiza en realidad. Los jugadores
no conseguirán su objetivo hasta
que el aceite recogida no haya
llegado a las instalaciones de CATOR
y, por lo tanto, sea regenerado en
aceite base. A lo largo de su
recorrido por el territorio, los

preguntas y salvar diversas

De
nuevo y con
motivo del pasado Rally de Catalunya
- Costa Brava (22 a 26 de octubre de
2003), CATOR colaboró
con el RACC con la instalación
en la asistencia de Vic de un depósito
de recogida selectiva de los aceites
usados de los motores de los vehículos
de los equipos participantes. Cabe
resaltar que este año se ha
recogido un 800% más que en la
edición anterior.

the 9th September was the 10. Anniversary of the mineral waste oil collection
in Catalonia (Spain).
In those ten years we have
collected more than 220 millions of liters of lubricant waste oil, and
regenerated them, protecting this way our environment. During the coming year
we want to collect and treat more than 28.000.000 kg of waste oils in
Catalonia. . |

La
Asamblea de las Naciones Unidas
aprobó la Declaración de los
Derechos del Niño el 20 de
Noviembre de 1959. El objetivo de
esta reunión fue la de reafirmar
los derechos universales del niño y
sugerir a los gobiernos que
celebrasen el "Día del
Niño" en la fecha y de la
manera que cada uno de ellos
estimase más conveniente.
Muchos
países de Sudamérica y de América
Central se han adherido a esta
declaración y actualmente se adhirieron
a esta declaración y actualmente
celebran el "Día del
Niño", cada uno de ellos en
días diferentes, por ejemplo, el 13
de agosto en Chile o el segundo fin
de semana de agosto en Argentina, en
abril en Perú o septiembre en
Honduras. Con estas fiestas se
pretende que tanto los adultos como
los propios niños tomen conciencia
de los derechos de los niños, de
los abusos a los que a veces son
sometidos y de las iniciativas que
existen para ofrecer a todos los
niños del mundo una vida digna.
Es
en países subdesarrollados como
Honduras donde la celebración de
esta fecha toma gran relevancia ya
que las condiciones de subdesarrollo
son las que favorecen el abuso de
los niños. Es por ello que Mediterrània
y
CATOR han creído en
la importancia de la celebración de
esta festividad y, sobre todo, en
una colonia de tan alta pobreza como
la Colonia Peña Baja y han
colaborado para que se lleve a cabo
cada año. Hubo piñatas, caramelos,
pasteles y refrescos para todos los
alumnos de la Escuela Licenciado
Oscar Castro Tejada.... y muchas
muchas sonrisas!!! |

Together with Mediterrània
,
CATOR
is giving support to the
"Licenciado Oscar Castro
Tejada" school in Colonia
Peña por Bajo, one of the
poorest zones of the
metropolitan area of Comayagüela
- Tegucigalpa. This
educational center has round 550
students and 14 teachers. |
|
This school does not
receive any economical help of the
government, because this was
grounded by the goodwill of the
teachers and the only help that
comes in are the voluntary
contributions of the parents of the
students. Those contributions are
not very important because of the
economically situation of the
families and only help to pay some
costs as the charwoman and the
security guard of the school, to buy
cleaning material, … Because of
the low income, the school cannot
buy basic material as desks for the
students. Nowadays the school has
110 desks for 550 students. |

| The project of Mediterrània
will not only allow to finance
this lack of material, it will
allow the school to solve some
physical essential needs that cut
down the normal development of the
school: the roof is in a
lamentable condition and it exists
the possibility to fall in, the
paint of the walls is damaged and
the playground is of the same
material as the ground, with the
following risk of infection of the
children. |

AERAMU
re-refined last year 61,000 tones of
waste oil: 37% more than 2001. February
2003
The companies integrated
in AERAMU
(Spanish Association of
Regeneration Companies of
Mineral Waste Oil) have
regenerated during the last year
61,000 tones of mineral waste
oil. This quantity regenerated
during 2002 means an historical
record with an increment of 32%
in front of 2001. |
|
AERAMU
is integrated by all the
Spanish waste oil re-refiners: CATOR
in Catalonia, ECOLUBE
at Madrid and SANTOIL at Murcia. All
three companies have the
regeneration capacity of 84,000
tones/year. Although the great
increase in 2002, the plants
regenerated only 75% of their
maximum capacity, because nowadays
the waste oils are majority used as
a fuel. |
|
| The regeneration consists
in obtaining base oil from waste
oil for the formulation of new
lubricants. This is a process
pronounced as priority by the ECC,
as it means an environmental
management alternative –
sustainable development- for this
product, one of the most hazardous
wastes that we can find in more
quantity. |
|
|
|
|
|
The
Catalan fishers collaborate for the
sustainable development sampling
selectively the waste oil of their boats
for its re-refining. February 2003
Harbours of the Catalan
Government and different Fishers’
Guilds came to an agreement to
collect the waste oils generated
by the motors of their boats and
put them into a pre-fabricated
module installed in everyone of
the harbours of Catalonia. |
|
This pre-fabricated module
includes an aspiration pump for the
collection of the waste oil that
fishers brings in drums and cans, a
container for the selective
collection of dirty dusters and oil
filters. Periodically, CATOR will
collect the used oil that the
fishers have produced and transport
to the re-refining plant in Alcover,
Tarragona. The Fishers’ Guilds
will be responsible for the correct
management of the wastes linked with
the used oils. |

| Nowadays, those modules are on
duty in the following harbours of
Catalonia: L'Escala, Roses, Palamós,
Blanes, Arenys de Mar, Mataró,
Vilanova i la Geltrú, Cambrils,
l'Ametlla de Mar and Sant Carles
de la Rápita. This action is integrated in the Clean Harbours 2000-2004, a project of
interregional collaboration, of
European range with also the
objective of the promotion of the
sustainable development together
with the fishers. |

Although the quantity of persons that visit CATOR
during 2002 has reduced round 19% beside
2001, the number of visits has been
increased round 70%. Analyzing those
numbers, we understand that the interest
in visiting our facility has increased,
although in little and specialized groups.

General Statutory Meeting, Barcelona,

The
European Re-refining Industry
Association(GEIR
– Groupement Européen de
l’Industrie de la Régénération),
with office in Brussels (Belgium),
organized last September 20th in
Barcelona a meeting to concrete the
strategies to follow throughout the
European Union in ensuring the
increasing collection of waste oils
and re-refining these back to
valuable, high quality lubricant
base oils. GEIR is committed to the
principle that priority must be
given to re-refining to base oils
and supports the termination of all
tax derogations on waste oils burnt
as fuel. |
|
|
It's
thought that in Spain each year are
230,00 tones of used oil generated,
from which 180,000 tones are burned. The Spanish
companies in GEIR -CATOR and ECOLUBE-,
re-refined the year 2001 round
50,000 tones of used oils, so they
decrease de emission of 150,000
tones of CO2 to the atmosphere. |

The
company SANTOIL from Murcia (Spain)
joined the Association in this
meeting.
The
day before, members of GEIR
visited the facility of CATOR at
Alcover (Tarragona, Spain). |

Meeting

12th - 14th April 2002
|
CATOR
has participated once again in
the Meeting of the Environment
and Co-operation that has been
celebrated for 10 years by Mediterrània
· Centre d'Iniciatives
Ecològiques in the Rambla
Nova de Tarragona the 12th - 14th
April 2002.
With
the motive of the 10th Anniversary
of this Meeting, the exhibitors,
under the initiative of the organizers
for this event, gave visitors
a special souvenir: a collection
of serviette holders made of recycled
plastic in the form of different
animals and colors. CATOR handed
out 3.000 blue serviette holders
in the shape of a seal and a penguin.
With this initiative, the aim
was not only to help promote the
activities of the collaborating organizations
but also the values
of protection and cooperation
with our environment, according
to the policy established by our
company.

Ràdio, during which we also
promoted our company's membership
of the Global Compact for Human
Rights. |

joins the Global Compact for Human Rights,
9th April 2002
Our company supports the nine principles
of the Global
Compact concerning human rights,
labour and environmental protection,
expressing our firm intention to support
and promote these principles within
our field of competence.
The
General Secretary of the United Nations,
Kofi Annan, presided a solemn act in
Madrid the 9th of April 2002 with the
aim of formally presenting the Global
Compact in Spain. This act was organized
by the Fundació
Rafael del Pino and l'Associació
Cultural pro Nacions Unides.

a total of around 500 people, with an

the recent Rally de Catalunya -
Costa Brava, CATOR worked with RACC
on the installation of two recycling
points for used oil in Port Aventura
and Manlleu for the used oil from
the vehicles of the participating
teams. |

Report
of Environmental Awareness and Promotion
for CATOR during the period 2000 (February
2001)
In the year 2000 CATOR implemented the
CEFMA
and in this way we have promoted our
system of visits to the plant for re-refining
used lubricating oils.
We
have received approximately 230 visits
to our plant from colleges,
associations, companies, mass media,...;
with an average age of 29 years: the
youngest were 12 years old and the oldest
was 69. The majority of our visitors
were from the Tarragonès region and
Anoia, although we also received visits
to the plant from Great Britain and
Australia.
Since
we redesigned our web we have received
all kinds of visits: we started the
year with only an average of 120 visits
in the first trimester, and ended up
with an average of 962 in the final
trimester. Within the total number of
6080 visits in the year 2000, we would
like to note the fact that we have also
had visitors from Australia, Canada,
Chile, Mexico, South Africa...

CATOR
obtains the ISO 14001 (June 2000)
Continuing to introduce a system of
Quality and Environmental Management,
CATOR's Environmental Management System
has been certified according to ISO
14001:96 in Collection, Analysis, Control,
Storage and Treatment by a Recycling
Process of waste oil from the motor
and industrial sectors.
In this way we would like to demonstrate
our dedication to correct environmental
management, identification and evaluation
of environmental aspects, and the establishment
of environmental management programs
with the aim of controlling important
environmental aspects.
This process will be completed when
the treatment plant in Alcover (Alt
Camp) takes up the Eco-management and
Eco-inspection community system described
in the European Regulations 1836/93
(EMAS).

A
special mention for CATOR in the Mediterrània
2000 Awards (June 2000)
The
ecologist association Mediterrània
- Centre d'Iniciatives Ecològiques
held the sixth edition of the Ones
Mediterrània Awards, created in
order to give recognition to people,
organizations, groups, companies
or institutions who promote environmental
awareness or work to protect the
environment. The winner of the Ones
Mediterrània 2000 Awards was announced
on Friday June 2nd at Fortí de la
Reina in Tarragona.
Twenty-six projects were presented
as candidates, and the award was
given to the Asociación de Jóvenes
Investigadores para el Estudio y
la Conservación de la Biodiversidad
(Young Researchers Association for
the Study and Conservation of Biodiversity)
from Navatejera (León) with
their study of invasive species
in the Iberian Peninsula.

the ceremony, within the area of
environmental awareness, application
of clean technologies, the defense
of natural patrimony and co-operation
and the environment, CATOR received
a special mention for their project
for an Environmental Education and
Training Centre in their plant in
Alcover, l'Alt Camp. |

| On
Wednesday 17th May companies from
the area Camp de Tarragona, members
of the organization ACITRE
(Catalan Association for Special
Waste Treatment Plants), organized
an open day press conference about
the activities of CATOR, Valls Química
and TRI. |

The
aim of the visit was to explain
the treatment of special waste by
companies who belong to ACITRE.
CATOR, according to its policy of
public information and promotion
of sustainable development, took
part in the conference, emphasizing
the proper management of used lubricants
and their increased use. |

La Vanguardia, Catalunya Ràdio,
Cadena SER, RNE, TVE y TV3.

this Meeting point, CATOR presented
the first ecological lubricant to
be awarded all European and American
certificates and homologations (ACEA'98
y API), being the only lubricant
to have also obtained the Certificado
de Calidad Ambiental (Environmental
Quality Certificate). This lubricant
has been obtained from re-refined
bases produced in CATOR, called
REGENOIL®. |
| The
display was inaugurated by the Honourable
Sr. Felip Puig i Godes (Environmental
Counsellor for the Generalitat de
Catalunya), the most illustrious
Sr. Joan Miquel Nadal (Mayor of
Tarragona) and Sr. Àngel Juárez
(President of Mediterrània). The
Environmental Department Delegate
of the Generalitat de Catalunya,
the President of the Port of Tarragona,
the Rector of the URV, the City
Hall Environmental Alderman , and
other authorities were also present.

is awarded the ISO 9002 certificate
(March
2000)
In
order to assure the quality of our products
and the environmental management of
our company, CATOR has set up
an Integral Management System that has
obtained the ISO 9002:94 certificate
in Collection, Analysis, Control, Storage
and Treatment via a process of recycling
residual oils of industrial and motor
industry origin, awarded by the
Centro
de Certificación LGAI
and is in the process of certification
in agreement with ISO 14001:96 and EMAS
for Environmental Management Systems.

Generalitat de Catalunya presents an
ecological motor oil manufactured from
used oils

BARCELONA,
17 (EUROPA PRESS)
The Environmental Council of the Generalitat
de Catalunya has launched the first
ecological motor oil in the European
market,
Ecoroil, with the aim of
promoting the use of ecological products,
according to Council sources.
Ecoroil
is the first ecological motor oil made
from re-refined bases from used oils
by the Servei Públic de Tractament
i Regeneració d'Olis Usats de
Catalunya (CATOR). This project
closes the management cycle of this
waste product; it avoids pollution;
it demonstrates the possibility of recovering
used oil in order to regenerate it and
give it a new use, and finally it offers
the market a new product manufactured
according to sustainable development
criteria.
This
project, that arose out of the co-operation
between CATOR and two companies
from the motor oil sector, has been
awarded the Guarantee of Environmental
Quality of the Generalitat, as well
as the highest quality homologations
from the European Union and the United
States. Catalunya generates around 40.000
tons of used oil per year, and among
the future ambitions is to use 40% of
the used oil generated and that today
has other destinations, and also to
promote the Ecoroil project to other
countries.
